Biography
Julianne Panagacos is an Olympia anti-war activist and the lead plaintiff in the later federal civil-rights case Panagacos v. Towery. On November 13, 2007, she joined a women’s blockade at the Port of Olympia, sitting in front of the main gate to stop a Stryker convoy. Police ordered the group to disperse and arrested her when she remained. The arrested women were held for about seven hours and released early on November 14. The surveillance and police response later became part of Panagacos v. Towery, a civil suit over Army infiltration of Port Militarization Resistance and the sharing of intelligence with local police.
On July 21, 2014 Judge Ronald B. Leighton granted summary judgment for the defendants in Panagacos v. Towery and dismissed the civil claims with prejudice. The decision addressed the claimed connection between Army surveillance and police conduct, including qualified immunity and limitations issues. This civil ruling was not a criminal conviction, acquittal or jail discharge, and it does not describe the outcome of any later appeal.
