Biography
Jeffrey “Jeff” Berryhill was a Port Militarization Resistance and Students for a Democratic Society organizer. Tacoma police arrested him in the predawn hours of March 5, 2007 during protests against military shipments at the Port of Tacoma, after an officer shot him in the thigh at close range with a rubber projectile. He was charged with resisting arrest and assaulting police, supporters posted bond, and the charges were later dismissed after video contradicted the police account. Olympia police detained and arrested him again on July 27, 2007. The sources establish both arrests but do not provide exact release dates. Berryhill later joined Panagacos v. Towery, the civil suit concerning Army infiltration and police surveillance of the movement.
On July 21, 2014 Judge Ronald B. Leighton granted summary judgment for the defendants in Panagacos v. Towery and dismissed the civil claims with prejudice. The decision addressed the claimed connection between Army surveillance and police conduct, including qualified immunity and limitations issues. This civil ruling was not a criminal conviction, acquittal or jail discharge, and it does not describe the outcome of any later appeal.
