Roque Orobio Lobon
Biography
Roque Luis Orobio Lobon, also identified as Roque Orobio Tobon and known as Mello or Tachuela, was a Panamanian police officer who helped plan and carry out the April 4, 2008 kidnapping of U.S. citizen Cecilio Juan Padrón in Panama City. Padrón was transferred to members of the FARC 57th Front and held in the Colombian jungle until a ransom was paid in February 2009. Arrested in Colombia in March 2009 and extradited to New York on July 27, 2010, Orobio Lobon pleaded guilty to hostage taking and was sentenced on August 8, 2012 to five years in federal prison and $3 million restitution.
