Biography

Scott Blackburn is an Oak Park resident and web developer who protested federal immigration enforcement at Broadview on October 3, 2025. His sworn declaration describes his arrest after criticizing Border Patrol commander Gregory Bovino. Video of the arrest was examined in federal court. He was detained at the Broadview facility and released that afternoon without formal charges.

The Illinois Accountability Commission’s April 2026 report quotes Judge Sara Ellis’s assessment of Bovino’s sworn deposition about Blackburn’s October 3 arrest: the video showed Bovino tackling Blackburn, while Bovino denied using force and instead claimed force had been used against him. The report places this incident among the court’s examples of testimony it found not credible. This adds an attributed judicial assessment of the arrest evidence, without changing Blackburn’s already recorded same-day detention and release.
