Biography
Rodolfo Lozoya was a Mexican-born Chicago shop steward, disabled Air Force veteran, and father of seven U.S.-born children. When he traveled to Ciudad Juárez in January 1957 to complete immigration paperwork, officials refused him reentry under the McCarran-Walter Act based on alleged Communist Party membership. He was stranded in Mexico and threatened with arrest if he crossed the border. The reviewed record establishes exclusion and forced separation from his family, but no arrest or confinement.
