Biography
Richard Powel was a member of the Illinois Black Panther Party reported picked up on June 10, 1969 after Cook County grand jury indictments against party members. The newspaper identifies a conspiracy-to-kidnap charge and describes the proceedings as an attempt to suppress the chapter. It gives no release date, conviction or completed custody duration.
