Biography
Luis Salazar was an ACT UP activist arrested in the same 1990 Albany state AIDS-budget action, identified by Karl Soehnlein as his jail-cell companion. He appears to have been held overnight and released the following morning; this currently rests on Soehnlein's firsthand recollection rather than Salazar's own arrest record.
