Biography
Luis Rosa emerged as a young organizer in Chicago’s Puerto Rican community, becoming active in student politics and community campaigns. His activism included organizing around issues such as police brutality and participating in Puerto Rican cultural and civic initiatives.
Rosa was arrested on April 4, 1980, in Evanston and later convicted of seditious conspiracy and related federal charges connected to the FALN, receiving a 75-year sentence. As with others in this group of prosecutions, the convictions were not for carrying out bombings that caused deaths or injuries. He was released on September 10, 1999, after conditional clemency.

This documents detention before the February 1981 sentencing-era entry, but does not independently establish his initial admission day or any release gap. The later broad 1980-1984 transfer account is not converted to exact dates or a new served total. This is an attributed contemporary advocacy account; its allegations of abuse are not additional judicial findings. The archive filename contains “84,” but the pamphlet includes 1985-1986 events and should not be treated as a document fixed to 1984.
The historical Committee to End the Marion Lockdown directory, Can’t Jail the Spirit, individually identifies Luis Rosa and gives the birth date 1960-08-06. This refines or corrects the year-only birth field. Contemporary imprisonment addresses are historical and do not establish present custody.
The October 1986 Libertad reports Luis Rosa’s confinement at Menard during the September disturbances, a disciplinary ticket for refusing to cooperate with a guard-death investigation and no further disciplinary action after the inquiry. A last-minute note says the prison lockdown had been lifted by press time. The later Summer 1988 Insurgent directory individually lists Rosa at Menard under Illinois number N02743. These are historical custody and conditions reports, not initial admission, release or present location. In his autobiography published in Libertad in Winter 1983, Luis Rosa Pérez gives his birth as August 6, 1960 in Chicago and states personally that he was captured with ten comrades in Evanston on April 4, 1980. He describes organizing Puerto Rican students at the University of Illinois at Chicago Circle before his imprisonment. His account reports a combined sentence of 106½ years; this is not treated as a replacement for the separately recorded federal sentence or as actual time served. The personal April 4 account conflicts with the existing April 3 arrest entry; the exact arrest day remains unresolved and is not overwritten in this pass.

The individual sentencing clauses in the presidential clemency record, corroborated by the Justice Department advisory, establish the original federal sentencing date as 1981-02-18. This corrects the differing legacy sentencing entry for the identified prosecution. Sentencing is not treated as prison admission. The 1999 commutation was conditional; its date, proposed release schedules and rounded years served do not establish actual physical discharge or an exact custody total. Existing admission and release fields are not copied or changed from this source.
