Biography
Leroy L.P. Williams, 34, of Minneapolis was charged in conspiracy with Shador T.C. Jackson and Victor D. Edwards for fires set inside Target's world headquarters in downtown Minneapolis on August 26, 2020 amid rioting over a false rumor that police had killed a Black man (the rumor sprang from Eddie Frank Sole Jr.'s on-camera suicide on Nicollet Mall). Williams allegedly returned to the building after the initial fires and attempted to start a second fire near the entrance. He was sentenced to 10 years federal prison plus 3 years supervised release.

Documented case history
The Eighth Circuit affirmed the attempted-arson conviction and 120-month sentence on May 1, 2025. Its history describes multiple pretrial releases, treatment placements, later Indiana rearrest and transfer back to Minnesota. A January 25, 2021 guilty plea was later withdrawn; it was not the final conviction. Treatment and time free on release must not be counted as continuous prison custody.
