Kyle Robert Tornow, 36, of Seattle, was arrested September 2, 2020 for using the Portland Police TrackIT system on July 24, 2020 to send a threat claiming he had planted an undetectable bomb at a Portland police precinct. Pleaded guilty; time served (~11 months) + 3 years supervised release.
Original complaint and arrest-date clarification
The September 2, 2020 complaint (No. 2:20-mj-00569-MLP, Document 1), pages 1–6, originally alleges a July 24 threat under 18 U.S.C. §844(e). The July 24 alleged conduct date and September 2 filing date are distinct. The U.S. Attorney’s September 2, 2020 announcement independently states that Tornow was arrested that morning and appeared in court the same day. This confirms the existing September 2 arrest field and corrects the earlier biography’s April 22, 2021 initial-arrest statement. Neither this original complaint nor that announcement establishes uninterrupted confinement through the later sentencing or explains the separately stored April 21, 2021 incarceration date. The current custody duration therefore requires later bond, remand and judgment records; no custody endpoints have been inferred from this complaint.
