Biography
Julian Heicklen was a Penn State chemistry professor and civil-liberties activist who repeatedly invited arrest to challenge marijuana laws and later distributed jury-nullification literature outside federal courthouses. Centre County jailed him overnight on April 20, 1998 for missing an arraignment and for four days from June 22 to June 26, 1998 after setting bail he could not initially post. Federal officers arrested him on May 25, 2010 for distributing jury-nullification pamphlets, and he remained at Rikers Island until June 8. The original charges from that arrest were dropped, and a later jury-tampering indictment was dismissed in 2012.
