Biography

Marshall identifies Walters as a Clearfield County, Pennsylvania lawyer working in Baltimore when arrested on January 6, 1865. He describes confinement in Baltimore, Harrisburg and Fort Mifflin on an accusation that Walters participated in a secret organization to resist the draft. The narrative disputes the allegation and reports his release on March 1, 1865 after allegiance and reporting oaths. Source: John A.
