Biography
George Ruiz was a Pelican Bay prisoner and plaintiff in Ashker v. Brown. In an April 30, 2013 sworn declaration, he reported continuous solitary confinement since 1984 and confinement at Pelican Bay SHU since 1990. He challenged continued segregation after a 2007 gang-status review that relied on drawings and lists found in other prisoners' cells. He said this classification also prevented parole despite eligibility since 1993.
Ruiz testified in April 2013 that he had been continuously isolated since 1984 and held at Pelican Bay SHU since 1990. He disputed the 2007 decision to retain him based on photocopied drawings and lists from other prisoners' cells. The attached CDCR forms record the agency's competing gang-classification allegations. His underlying 1981 robbery and kidnapping sentences were eight years and seven years to life; the judge's suggested 13.5-year service was an expectation, not an actual total. This case records the challenged continuation of segregation, with no exact start for that 2007 episode or individual exit established.
