Biography
Todd Lewis Ashker is a California prison organizer who helped build the movement against indefinite solitary confinement and was a lead plaintiff in Ashker v. Brown. His work included hunger-strike organizing and the cross-racial Agreement to End Hostilities. After the 2015 settlement, he challenged renewed isolation as retaliation for his advocacy. California legislative records summarize a 2023 court finding in his favor on that issue. CDCR listed him at California Men’s Colony on September 10, 2026. The case below concerns retaliation within prison, separately from his underlying criminal sentence.
Segregation-start precision review October 13, 2026: California's original March 27, 2023 Assembly hearing agenda, page 9, rendered and visually inspected, explicitly identifies administrative segregation since 2017 and a January 5, 2023 retaliation finding. The existing retaliation case now records its confinement start at year precision, not as a new admission into prison. Exact start-day and actual segregation-exit evidence remain unresolved. The separate 2021 screening order recounts the plaintiff's allegations of a March 20-31 isolation episode followed by a May 1 return; those allegations are not promoted to independently adjudicated exact dates. A remedy discussion deadline does not establish an executed transfer or release. The underlying prison term, photograph and overall custody status remain unchanged.
