Biography

Danny Troxell was a Pelican Bay prisoner, 2011 hunger-strike participant and plaintiff in Ashker v. Brown. In an April 30, 2013 sworn declaration, he reported more than 27 years in solitary confinement, including confinement at Pelican Bay SHU since December 1989. He disputed the meaningfulness of gang-status reviews and served as an alternate prisoner representative in negotiations with officials. He also signed the September 2012 agreement calling for an end to racial and ethnic violence in California prisons.

Troxell testified in April 2013 that he had spent over 27 years in solitary confinement and had been housed at Pelican Bay SHU since December 1989 because of his gang validation. He challenged periodic reviews that, he said, did not meaningfully evaluate release from segregation. He participated in the 2011 hunger strikes, served as an alternate prisoner representative and signed the 2012 agreement to end racial and ethnic violence. This is a record of challenged indefinite segregation and organizing, not a new criminal sentence or a present custody finding. The exact exit and total actual custody remain unknown.
