Biography

Puerto Rican political prisoner held at Graham and Logan Correctional Centers in Illinois in connection with the independence movement and the FALN clandestine activity in Chicago. Documented in PFOC Breakthrough magazine.

Verified Illinois release and case chronology

The November 1986 Free Puerto Rico! newsletter, page 3, identifies Félix as Luis Rosa's brother and reports his release on Friday, October 17, from the Illinois correctional center at Lincoln. This actual release is entered as October 17, 1986, with day precision, not inferred from an imposed sentence.

People v. Rosa, No. 81-334 (December 30, 1982), records the December 10, 1980 Highland Park dealership incident and ensuing police pursuit, a December 17 indictment, two armed-robbery convictions, and reduction of concurrent 22-year sentences to concurrent 12-year terms. It also describes a missed trial appearance followed by return to court. The congressional hearing's historical account expressly identifies the initial arrest as December 10, 1980 and reports a later re-arrest. Initial arrest is recorded here in the chronology; it is not used as the uninterrupted admission date of the prison term ending in 1986. Exact admission, sentencing day, and intervening custody endpoints remain unresolved. The court rejected the claim that the sentencing judge relied on unproven FALN associations; political characterizations in the newsletters are attributed to their authors, not substituted for the court's findings.

Libertad’s October 1986 profile describes Félix Rosa’s upbringing in Chicago’s West Town neighborhood, graduation from the Rafael Cancel Miranda Puerto Rican High School, housing-rights organizing and continued college study at night. It reports that his first eighteen months were spent in twenty-three- or twenty-four-hour isolation and that he passed through twelve prisons. It separately dates Judge C. Berkos’s order quashing an arrest involving Rosa and Eddie Negrón to June 21, 1984. These are attributed movement-support claims. The scheduled October 17 welcome-home event is not independent proof of a physical release day, and the separate prosecution is not merged into the armed-robbery case.

Original photograph published in Libertad, November 1986, page 3, shows Félix Rosa at his October 17 welcome-home celebration. The caption explicitly identifies Julio Rosado on the left and Félix Rosa on the right. The portrait crop preserves the source photograph without reconstruction.

Donald Wofford’s prepared Senate statement individually dates Felix Rosa’s Highland Park Ford-dealership arrest December 10, 1980. He also describes later failure to appear and rearrest, so this arrest is not substituted for sentence admission or uninterrupted incarceration. Existing October 17, 1986 release and reduced twelve-year nominal sentence are preserved; precise admission remains unknown.

The November 1986 newsletter reports that Rosa had actually served six years in Illinois prison before his October 17 release. This is a rounded service report, without a calculated admission date.

Libertad reports that Rosa returned to general population at Logan Correctional Center on June 2, 1986, following an internal investigation. This was an internal custody change before his separately documented October release.
