Biography
William G. Scandlin, a former United States military chaplain then serving the United States Sanitary Commission, was held at Castle Thunder. Fellow prisoner Albert D. Richardson identifies Scandlin and Dr. McDonald as civilian Commission agents captured while traveling with sanitary supplies and detained for more than three months. The Congressional Record of July 27, 1888, page 6953, confirms that Scandlin had left chaplain service before volunteering with the Commission and was captured July 5, 1863 while caring for wounded men. His later custody was called prisoner-of-war detention, but he was a civilian humanitarian worker at capture rather than a combatant captured in battle.
