Biography
Vincente Balbas Capo was from San Juan, Puerto Rico. Vincente Balbas Capo was convicted for writing an editorial against conscription in a Puerto Rican newspaper and sentenced to eight years in prison. He began serving his sentence on December 1, 1917.
1920s remaining-entry review: Caribbean Studies 42(2), 2014, page 57 (PDF page 18), reports the arrest of Balbas Capo in November 1917. The 1921 Senate Amnesty and Pardon hearing, printed page 98 (PDF page 104), individually lists V. B. Capo and dates the eight-year sentence December 17, 1917; its execution column says no record. Both original pages were visually checked. Arrest is added with month precision only and sentencing is stored separately. Existing admission and release fields are retained pending original jail records; the 1919 appeal reversal is not treated as proof of a physical release day.
