Biography
Stephen Horsey was an Indiana antiwar Democrat tried before a military commission at Indianapolis with Lambdin P. Milligan and William A. Bowles and sentenced to death. He was freed in 1866 after the Supreme Court's decision in Ex parte Milligan.
