Biography

The July 1975 Black Community News Letter, Awakening of a Dragon, individually listed Robert Foulks in its "Write to Political Prisoners and POWs" directory, with a correspondence address in P.O. Box 700, Jessup. The listing documents historical confinement but does not establish the underlying charge, sentence, admission or release date, or later custody status.

A prisoner letter dated July 27, 1972, published in Right On! (Nov.-Dec. 1972), alleged that guards at the Maryland Correctional Institution in Hagerstown attacked Foulks on May 17, 1971, nearly breaking his jaw, and that the attack precipitated a prisoner rebellion. This establishes earlier confinement but does not establish his admission date, underlying sentence, or release date.

The newsletter’s individually named political-prisoner directory lists Robert Foulks, prisoner number 2861, at the Jessup prison correspondence address in July 1975. This establishes historical confinement, not a current address, initial admission, final release, conviction or completed sentence. The number is a historical identifier. No precise custody dates are inferred from publication. Black Community News Letter, volume13, July1975, Awakening of a Dragon, original PDF page 35.
