Biography
Richard H. Alvey reported that he was arrested in his Hagerstown, Maryland office and committed to Fort McHenry about June 18, 1861, followed by detention at Fort Lafayette and Fort Warren. He refused a December 18 offer of release because he objected to the oath's wording. The federal summary records his actual release on January 6, 1862 after an altered allegiance oath and parole, including restrictions on travel and correspondence and an obligation to report when required. The cited account records administrative wartime detention and supplies no criminal conviction.
