Biography
Michael Skidmore was a 58-year-old retired state corrections officer and public-records activist in Mansfield, Ohio. He regularly requested public documents and attended Richland County commissioners' meetings. On July 9, 2015, while he was recording a public meeting with a camera attached to a lanyard around his neck, courthouse security tried to take the camera and an altercation followed; a security officer's gun discharged into a wall. A jury acquitted Skidmore of two felonious-assault counts but convicted him of two assault counts, inducing panic, and obstructing official business. On July 27, 2016, he was sentenced to an aggregate 16 months of incarceration. The Ohio Court of Appeals affirmed the judgment in 2017.
