Biography
Puerto Rican activist and telephone repairman prosecuted with the New York 8+ in a federal RICO conspiracy case. A contemporary report distinguishes his 1984 arrest from the earlier roundup of the eight Black defendants. He was held in pretrial custody, later released on bail, and acquitted of the sole charge against him. Judge Robert L. Carter presided over the trial. Individual arrest chronology corrected
The Militant, July 26, 1985, page 7, distinguishes the main October roundup from Rios's arrest about a month later. The copied October 17 arrest and jail-admission dates are therefore not retained for him. Only the independently supported arrest year 1984 is stored; January 1 is a year-precision placeholder, not his actual arrest day. His individual jail-admission day remains unknown. The April 8, 1985 primary district-court opinion identifies Rios's aliases Pepe and Brava and Judge Robert L. Carter. The contemporary trial report independently identifies Carter as the presiding judge, correcting the previous Duffy attribution.
