Izhar Muhammad

The original criminal-complaint affidavit in United States v. Pahlawan et al. names Izhar Muhammad among the four defendants and was sworn by FBI Special Agent Patrick Francisco on February 11, 2024 before U.S. Magistrate Judge Summer L. Speight. This documents the original complaint stage before the later superseding indictment; the sworn date is not treated as a new arrest or prison-admission date. The signing prosecution team is Troy A. Edwards, Jr., Gavin R. Tisdale and John T. Gibbs of the Eastern District of Virginia, with Lesley Woods of the National Security Division. Those complaint-stage roles do not replace the separately recorded later trial judge or trial team. Paragraph 49 describes transfer of the fourteen mariners to the USS Lewis B. Puller and subsequent FBI/NCIS interviews; it gives no mainland-prison admission or physical discharge date. The paragraph 49 footnote only says the government would request material-witness warrants for the other ten mariners; it does not prove that those warrants were issued or that every unnamed witness was later jailed. All accusations are attributed to the affidavit, not findings of guilt. Existing later disposition and custody endpoints remain unchanged. The original charge against this defendant was alleged materially false information during a vessel boarding under 18 U.S.C. § 2237(a)(2)(B); the broader explosive-transport charge in this complaint was assigned to Pahlawan, not automatically to every crewmember.
