Biography
Frank J. Howenstine was given a sentence of ten years in prison, which was commuted to three. He served in McNeil Island Penitentiary from May 21, 1920, to September 20, 1922.
The March1922 official report lists Frank T. Howenstine in List1 of convicted prisoners or parolees. The government entry reports Conspiracy to violate sections 3 and 4 of the espionage act. a sentence of June 3, 1918, 10 years at McNeil Island Penitentiary ; fine $5,000.. Imposed terms, projected term-expiration dates, parole eligibility and intervals on bond are different measures; none is entered as a complete actual custody total.
