Biography
Christopher J. Cordova is a Colorado civil-liberties activist and First Amendment auditor who publishes as Denver Metro Audits. He was prosecuted after spending several hours recording in and around a Social Security Administration office in Littleton in 2022. A federal magistrate convicted him of failing to comply with official signs or directions and unlawfully photographing in agency-occupied federal space. The district court affirmed the convictions, rejecting his argument that the waiting area was a lobby open to news photography. Cordova was remanded on October 22, 2024 and served a 15-day jail sentence. The sentence also included two years of probation and a $3,000 fine.
## Social Security office filming case
In 2022 Cordova spent several hours livestreaming at the Social Security Administration office in Littleton, Colorado. The federal court record says signs prohibited filming inside the agency office, officers repeatedly warned him, and he was arrested shortly after entering the interior customer-service area while continuing to record.
A federal magistrate convicted Cordova of failing to comply with official signs or lawful directions and unlawfully photographing on federal property. The magistrate imposed 15 days in jail, two years of probation, and a $3,000 fine. Cordova appealed on First Amendment, statutory, evidentiary, and sentencing grounds. On October 15, 2024, U.S. District Judge Nina Wang affirmed the convictions, holding that the interior agency office was not a lobby within the regulation’s news-photography exception and that the restriction was reasonable in a nonpublic forum.
Cordova reported to court on October 22 and was remanded to the U.S. Marshals Service to serve the 15-day term. First Amendment Watch later described the sentence as unusually harsh in an interview with his civil-rights attorney and placed it in the wider debate over filming public officials and police.
