Biography
Carlos Steward is an anti-war activist and a tax resister. To not fund American wars, Steward practiced a mix of non-filing or underreporting federal taxes; if there was extra money, it was funneled into galleries, film projects and festivals, and the arts in general. His travels throughout the world reinforced his belief of the negative impact of U.S.-supported regimes abroad with dismal human rights records. In February 2010, Steward pleaded guilty to filing false income tax returns for 2002 and 2003 and failing to file returns for 2000 and 2001. On June 30, 2010, he was sentenced in federal court in Charleston, West Virginia, to two years in prison.
Custody phases verified October 12, 2026: NWTRCC’s original June/July 2011 newsletter, page 5 explicitly identifies Carlos Steward as Carl W. Steward, register 09105-088, at FPC Montgomery; the page was extracted and visually inspected. NWTRCC’s court history documents the February 2010 plea, June 30 sentence, and December 1, 2011 halfway-house transfer. The August admission day remains disputed, so only its month is recorded. Today’s official BOP lookup returned CARL W STEWARD, 09105-088, not in BOP custody as of May 2, 2012. Halfway-house custody is separately recorded; a prison transfer is not treated as unrestricted release.
