Biography

William B. Payne, a Black Sioux City, Iowa resident, witnessed the January 8, 1935 marriage of Doris Chase and Hartwell G. Bonner at his home. The January 15 Daily Worker reports that, after racist press agitation over the interracial marriage, Payne was jailed on a charge of contributing to the delinquency of a minor because he was the witness and host. Municipal Judge H. R. Kenaston held him on $500 bail for trial scheduled January 18; he pleaded not guilty. No conviction or physical discharge is supplied.
