Biography

W. H. Elligan was a Black porter on the Illinois Central Floridan. He disappeared January 26, 1925 after stepping off his train at Jacksonville and was found imprisoned on a Florida peonage farm. A February 15 dispatch printed February 17 reported that he was released only after Mr. and Mrs. C. K. Calhoun established that he had been elsewhere at the time of an alleged racial disturbance. The farm and physical discharge date were not named; his initials are not expanded.
