Biography

Richard Panza, a Harmar Township farmer, was jailed for refusing a $51 wage-tax payment he called unconstitutional. The January 12, 1977 Associated Press account says district magistrate Arthur Sabulsky sent him to Allegheny County Jail for thirty days on Tuesday, but Judge Samuel Strauss ordered his release after seven hours and permitted installments. Panza had offered a pig as payment and also said he lacked money. This account documents the constitutional tax objection and actual short confinement; it does not portray the thirty-day imposed commitment as time served or assume a broader political affiliation.
