Biography
Rafael Ortiz Pacheco was an instructor in the Cadets of the Republic, the youth corps of the Puerto Rican Nationalist Party. A federal grand jury indicted him with Pedro Albizu Campos and other Nationalist leaders on April 3, 1936. He left for the Dominican Republic before arraignment and was not tried with the other defendants. He returned to Puerto Rico and surrendered to authorities in 1939, when prosecutors withdrew the charges. In 1949 he was appointed a municipal judge.
