Mohammed Hoque was a Bangladeshi international student at Minnesota State University, Mankato when ICE arrested him on March 28, 2025. An October 14, 2025 UN special-procedures allegation letter describes detention at Freeborn County Jail and allegations that he was targeted because of social-media expression supporting Palestinian rights. It records a May 5 release order followed by actual physical release on May 6. The latter date is the custody endpoint, yielding 39 elapsed days from March 28. In his April 29, 2025 habeas reply, Hoque’s lawyers reported that an immigration judge had granted $7,500 bond, but the government appealed and invoked an automatic stay, preventing that order from taking effect. They also described a change in the removal allegations: visa revocation was added as a ground on April 18, and the original failure-to-maintain-status charge was withdrawn at the April 23 hearing. The reply alleges inadequate treatment of painful hernias while he remained detained. These are attributed statements in Hoque’s pleading, not final findings of misconduct. They explain why the earlier bond order did not end confinement; the separately verified May 6 physical release and thirty-nine-day custody total remain unchanged.

FOX9’s March 24, 2026 report, citing Hoque’s affidavit and government filings, describes a second ICE arrest in mid-January 2026: agents took him from his Mankato home to the Whipple Federal Building, where he spent more than six hours in custody. The government acknowledged he should not have been re-arrested.
