Luis Rey Quiñones Soto was held in federal prison during the campaign to end U.S. Navy operations in Vieques. The Committee for the Rescue and Development of Vieques listed Quiñones as a Vieques peace prisoner in June 2002, with inmate number 25040-069 and a planned July 12 release.
