Biography

John Leivo, also known as John Litmonen, was an Industrial Workers of the World member detained in Washington and transferred to Ellis Island in proceedings seeking his deportation to Finland. Federal file 54379/28 records that he declined conditional parole and remained subject to a renewed immigration proceeding. The March 14, 1919 recommendation for release was followed by an explicitly recorded actual release on his own recognizance on March 17, 1919. The source conflicts over earlier arrest dates and locations, including January 16 or 17 at Seattle and March 1, 1918 at Everett; those are not entered as an uncontested physical arrest day. A deportation order is not treated as completed deportation. His initial admission and complete custody duration remain unknown.
