Biography
Fred Landis was an author and critic of CIA psychological warfare and media operations. Returning from Mexico City in March 1982, he was detained by United States Customs and handed to Los Angeles police on an outstanding felony warrant concerning an Avis rental car. Landis said the billing dispute had already been settled and alleged political harassment. Officials attributed the arrest to the warrant. After his bond release, Customs continued holding his dissertation and anti-CIA videotape while reviewing the materials under restrictions on seditious imports.
