Biography
Edward Lee Howard was a former CIA officer accused of providing classified information to the Soviet Union. After a Soviet defector identified him in August 1985, the FBI placed Howard under surveillance in Santa Fe. In September he escaped using a homemade dummy and help from his wife, crossed the country and ultimately reached the Soviet Union. The FBI wanted him for espionage and interstate flight, but he was never tried in the United States. Soviet authorities publicly granted him political asylum in 1986. He remained in Russia until his death in 2002.
