Biography

Carl Swelgin was a German-born IWW organizer whose United States naturalization was annulled after government allegations about his political beliefs and organizational membership. The 1920 congressional immigration hearing describes his wartime internment as an alien enemy. Immigration official Raphael Bonham states that he recommended an immigration arrest upon Swelgin's release from internment but explicitly did not know whether that later arrest or deportation had been carried out. The civil denaturalization proceeding is distinguished from the actual internment and from a proposed later immigration arrest. No exact internment admission, discharge or complete actual duration is established.
