Biography

Bakhtiyor Jumaev, born in 1966 in Samarkand, Uzbekistan, was a Muslim immigrant living in Pennsylvania when arrested on March 15, 2012 in a federal material-support prosecution. He remained detained for more than six years before trial. A jury convicted him on April 30, 2018 of conspiring and attempting to provide material support to the Islamic Jihad Union under 18 U.S.C. § 2339B. On July 18, 2018, Judge John L. Kane imposed time served—2,316 days—plus ten years of supervised release. The judge found that his single $300 check never reached the organization and that he had no specific violent plot or direct contact with its members, while preserving the jury’s findings of criminal responsibility.

Time served as of July 18, 2018: the sentencing judge explicitly counted 2,316 days already detained, also described as 76 months and three days. Ten years of supervised release on each count, concurrent. The criminal-custody exit is established only as 2018 and led to Department of Homeland Security custody, not freedom; the exact transfer day and final immigration-detention endpoint are unverified. The 2,316 days are a confirmed subtotal, not complete lifetime custody.

The July 2018 judgment labels 68105-066 as his U.S. Marshal number; it is not independently verified here as a BOP locator match. The district judge expressly dates continuous detention to March 15, 2012. The appellate opinion places him at FDC Englewood from March 30, 2012 until his criminal-custody exit in 2018; that transfer-in date is not the start of his entire detention. The opinion confirms subsequent DHS custody and a 2021 removal appeal, without establishing a final discharge. It also records earlier immigration detention in February 2010, with no complete span supplied. In December 2021 the appellate majority affirmed the convictions and rejected his speedy-trial claim; Judge Carlos Lucero dissented and would have vacated for excessive governmental delay. The March 2022 rehearing denial did not reverse that result.

The reviewed individual original criminal-prison episode ended on 2018-07-19. Exact identity and case context are matched to the original FJC evidence and official prisoner record. This endpoint does not establish unrestricted freedom from later immigration or foreign detention. The corrected appellate opinion documents gapless pretrial incarceration through2018; July18 sentencing is not actual release. The unknown-total flag for this measured criminal episode is resolved; later DHS detention remains separate.

The criminal-prison endpoint is distinct from subsequent Department of Homeland Security custody. The2021 appellate opinion expressly records that transfer; the actual admission day and final physical release from the immigration episode remain unknown. A removal order or stay is not an actual release.

The Tenth Circuit denied Jumaev relief from his deportation order on June 29, 2022.
